Membership and registration

You can join the Celje Central Library with an ID document. Upon registration, you sign a membership declaration and receive a membership card. Last year, you can use all library services in all units to the full extent.

Legal entities can also become library members. For legal entities, the electronic registration form is confirmed and signed by the responsible person, who designates a contact person to manage library operations.

Membership allows you to: borrow from the reading room and to your home, access to electronic databases, borrow e-books, interlibrary loan, reproduce from library materials, more demanding information services, and use of reading rooms in the library.

The library provides and provides the following basic services to users:

  • insight into open access library collections and their use,
  • use of public library catalogues, the interlibrary catalogue, other library catalogues, databases and information sources,
  • access to and use of publicly available electronic resources of public authorities,
  • providing information about and from the material,
  • training in library use,
  • assistance and advice in finding materials and information and in using the library,
  • getting to know what's new in the library,
  • copying from materials owned by the library,
  • use of computers and other technical equipment for users,
  • access to the World Wide Web,
  • participation in activities and events.

Children or young people under the age of 15 and persons assigned guardianship are granted library admission by their parents or guardians, who sign a registration form on their behalf. For children or young people under the age of 15, it is necessary to see the personal document of the parent or guardian.

Young people aged 15 to 18 can register independently if they present their personal document and sign the registration form with the admission statement.
By signing the registration form, the person undertakes to comply with the Rules of Operation of the Central Library of Celje, confirms the veracity of the personal data recorded, and accepts the responsibilities arising from membership.

Upon registration, you will receive a membership card with your membership number and barcode, which allows you to identify yourself for borrowing at the lending desk and book vending machine. Using your membership card number, you can use COBISS applications to reserve or renew materials, use electronic resources, and borrow electronic and audio books.

You will receive a request to change your password upon login. You will receive a notification from noreply.izum.si to the email address you entered with a link to set your password. You can then change your password in your My Library profile.

Loan department

Only library members can borrow materials to their homes.

In the Celje unit, independent borrowing of materials is possible at the book machines. The book machines are located in the entrance area and in the children's department. Some materials (newspapers located in the reading room) must be borrowed at the borrowing counter in the reading room or in the entrance area.

Yes, you can enable the option to send an electronic promissory note in the Cobiss+ My Library web application in the E-Notification section.

There is no limit to the number of borrowed materials in OKC departments, but we recommend that you borrow a manageable number of units.

The loan period for materials depends on the type of library material:

The loan period for all materials is three weeks. The exception is weeklies in the reading room, which are considered to have a one-week loan period. If you need the borrowed material for longer, try to extend the loan period before it expires.

Long-term borrowing of materials is possible at individual titles. Please check with the borrower at the lending desk for the possibility of borrowing materials for a longer period.

Yes. You can view your loan history in the Cobiss+ and mCobiss applications in My Library, in the History section.

Yes. The loan history in My Library in the Cobiss+ application allows you to browse borrowed materials by year, and you can also export data to Excel.

Reservations

OKC generally does not limit the number of reservations.

With reservation free material You can be sure that the material will be waiting for you when you visit the library and that no one else will be able to borrow it in the meantime. When the library finds and prepares the reserved copy for you, you will receive a notification that the material is waiting for you.

When booking borrowed materials You are placed on a waiting list. Even in this case, we will notify you in the agreed manner (email, SMS, push notification) when it is your turn.
The material is waiting for you. three working daysAfter this period, reservations are automatically deleted, and the material is assigned to the next member in the queue or returned to the shelves. For unclaimed reserved materials, you will be charged according to the current price list.

You can reserve materials in person or through the online catalogue COBISS+ or mCobiss. Reservations will be successful if you have selected e-notification about the arrival of reserved materials in the My Library service. If you have not yet set up electronic notification, after selecting the “reserve” button, a warning will appear that the material is not reserved.

Members can cancel their reservations themselves in good time by selecting the tab when logging into My COBISS/My Library. Reservations/cancellation and then cancel the selection. Materials waiting for you to pick up in a parcel locker cannot be canceled.

You will receive notification of the arrival of materials in the selected method (e-mail, SMS, push notification). You can customize the notification in the My Library service.

After receiving a notification that the reserved material is waiting for you, you can pick it up in the unit where you reserved it. Picking up reserved material in another department is not possible. If you have reserved the material in a parcel locker (CE-PAK code), it will wait for you for 72 hours (the exact time is specified in the message).

Yes. In exceptional cases, we allow one of your family members to collect reserved materials using your membership card.

Reserved materials will be available for three working days at the library. Materials reserved in a parcel locker will be available for 72 hours.

No, once the material is ready for pickup, the pickup location cannot be changed.

Yes. You can cancel reservations for materials. You can do this via the My Library service in Cobiss+ or m Cobiss, or by calling the library department where you reserved the material. Materials that you have reserved for collection in a parcel box cannot be canceled.

Extensions and refunds

Borrowed materials in the Celje branch can be returned to the book return machine, which is accessible 24 hours a day, 7 days a week. Materials that the machine does not accept can be returned to the container at the machine.

Borrowed materials from other departments must be returned to the loan desk of the department where you borrowed the materials.

You can extend the rental period:

  • in person when visiting the library;
  • via the internet (COBISS+ or mCOBISS) with the program My library – to use the service you need a membership card number and password, which you can get from the library. I want to extend...

If these options are not available, please call to extend. unitwhere you borrowed the material. Personal telephone renewal is intended for cases where renewal cannot be carried out independently due to a long delay, reminder or membership expiration.

You can extend the loan period 11 times, except:

  • if the material has been reserved by another member,
  • if the library has shortened the loan period for the material due to high demand and limited the possibility of renewal,
  • if it concerns journal titles for which the deadline is not extended. Check in the library or by calling the following number: 03 426 17 00

Late fees and payments

If your borrowed material has been reserved by another member, you cannot extend the return deadline. We recommend that you return such material to the library as soon as possible.

Please strictly adhere to the due date (due date), as in the event of late payment, the library will charge a daily late fee and will also charge for reminders sent (price list). The late fee is charged for each unit of material separately, except for sets, where one late fee is charged for the set (specially marked and processed multi-type material).

If the material is not returned, the library will send it sequentially three warningsMembers or responsible persons are obliged to return or appropriately replace all borrowed library materials and settle all associated monetary claims of the library.

When you are unable to extend the loan period yourself in My Library, call the library. We may still find an option in cases where the extension cannot be done independently due to a long delay, overdue notice, or membership expiration.

If you have lost, misplaced, damaged, etc., if you have been robbed or misled, please discuss the method of recovery with the head of the loan or department as soon as possible. You will agree on a suitable compensation and a time frame for recovery. We will either evaluate the material in monetary terms or find suitable compensation for it. The estimated costs of processing and equipping the material according to our price list are added to the value of the lost or destroyed material.

  • After receiving the third reminder, followed by a programmatic suspension of the loan and the process of recovering the materials and recorded receivables.
  • When the allowed debt amount is exceeded (currently 17 euros).
  • When the debt is overdue – if the debt is older than 45 days, regardless of its amount.
  • Upon expiration of membership.

Interlibrary loan

We accept orders for professional, study, and teaching materials that suppliers lend to home users, as well as for articles and parts of publications for which we can order copies or electronic copies. In doing so, we take into account and respect copyright legislation.

The interlibrary loan service operates in libraries from Monday to Friday. We forward your orders to suppliers the same working day if we receive them by 2 pm. We select suppliers with whom we work best and who respond quickly. Normal delivery from Slovenia takes 3 - 4 working days.

You can cancel your order if the supplier has not yet shipped the materials to us and the costs have not yet been incurred. To submit a cancellation request, use My Library.

The Celje Central Library will notify you of the arrival of the ordered material in the manner you specified in the order (by phone or to your email address). To save time, we do not use traditional mail for these notifications.

You can pick up, pay for and return the ordered materials directly at the Celje Library's lending desk. You cannot use the self-return machine to return materials from other libraries.

Exceptionally and by special prior agreement between inter-library services, it is possible to collect materials in person and free of charge from some suppliers in the Celje region.

The loan periods are set by the suppliers (see the COBISS+ catalogue). Since the material arrives by post and is returned by post, its availability is slightly shorter. Our library shortens the supplier's period by two working days. The return period, which you must observe, is written on the delivery note that you receive with the material. You do not need to return the copies.

Interlibrary loan and borrowing from our library are two separate services, so you must separately extend the loan period for materials from the Celje Central Library and separately for materials you received from other libraries.

No, the library does not order materials that are intended for reading room use or otherwise have limited availability. If you exceptionally arrange to borrow them yourself, we will only lend the materials to our reading room.

Other services

You can borrow an e-book that you borrowed through the Cobiss Ela system for 21 days.

For an e-book borrowed through the EBSCO system, the loan period can last from 1 day to 1 month.

You can have 5 titles borrowed via the Cobiss Ela system and 15 titles borrowed via the EBSCO system at the same time. You can read the borrowed material on a maximum of two devices at the same time.

E-books do not need to be returned, as they are automatically locked after the loan period has expired. An e-book can be returned early in the Cobiss Ela system after 24 hours have passed since the loan.

You can have the audiobook via the app Audiobook borrowed for 14 days.

You can have 5 audiobook titles borrowed at the same time via the app Audiobook.

The entire process takes place within the application Audiobook. Audiobooks do not need to be returned; the title is automatically deleted from your account after the loan period expires. However, you can return the borrowed material early.

 

The Central Library of Celje receives material as gifts from individuals or institutions. By accepting book and non-book donations, the library does not commit to including the material in its collections. The selection is made independently, based on professional judgment and in accordance with its purchasing policy.
If the donor of library materials conditions the donation with special conditions regarding the handling and use of the materials, the library management decides on them at the donor's initiative and confirms them with a written agreement or contract.
In addition to including gifts in the library collection, the library may forward gifts to another library or interested institution within the framework of a mutual agreement; use gifts in projects promoting reading and reading culture; exchange gifts for materials from another provider that better benefits the integrity of its library collection or offer them free of charge to its users.

 

The following rules apply to the handling of gifts in all units of the Celje Central Library:

  • The library accepts donated library materials at its premises. It decides on other methods of acceptance based on its capabilities on a case-by-case basis.
  • The donor signs a statement at the library confirming their ownership of the donated material and their agreement with the library's further handling. The Central Library thanks them in writing for the donation and confirms their commitment to exchange or offer the unused donated material to other individuals or institutions.
  • In the case of a legacy donation, the library and the donor shall make a separate written agreement.
  • Donated materials are handled by specialized librarians in the library. The donation is preserved and fully protected until it is reviewed.
