The Celje Central Library is one of ten central regional libraries in Slovenia and, in addition to providing services to its users, it also performs tasks of a regional nature.
Central regional libraries in Slovenia act as professional, development and networking centres for public libraries in their area. Their operations are based on legal provisions and strategic documents that define a specific role in the national library system:
Article 27 of the Librarianship Act defines the specific tasks of central regional libraries.
Article 41 of the Rules on the Conditions for the Implementation of Public Library Services (2023) It additionally regulates in detail the conditions and methods of performing these tasks.
Development Strategy for Slovenian Public Libraries 2022–2027 highlights the role of central regional libraries in developing quality, accessible and connected library services for all users.
Guidelines for the implementation of special tasks of central regional libraries for the period 2025–2029 together with Action plan They provide concrete goals and measures for further development, professional support and strengthening of the public library network.
In this way, central regional libraries make a significant contribution to the development of a unified, modern and user-friendly library system in Slovenia.
Tasks of the Central Regional Library (Books-1) are:
- providing an increased and more demanding selection of library materials and information,
- professional assistance to area libraries,
- coordination of the collection, processing and storage of local history materials,
- directing excluded library materials from its area.

Competency content
The Kamra regional portal is a website that brings together digitized content from the field of local history in libraries and other local cultural institutions.
The Celje Central Library manages Kamra portal in close cooperation with the central regional libraries, which house the regional editorial offices, and the Association of Public Libraries.

The Celje area covers 36 municipalities, representing 2,647.8 km² or 13.06 % of the territory of Slovenia. In 2024, 303,045 permanent residents lived in this area, representing 14.7 % of the total population of Slovenia (Persons with registered permanent residence in the Republic of Slovenia).
