In 2012, the Celje Central Library began a project to strengthen the social role of the library among vulnerable groups of users as part of the planned implementation of a bibliotherapy program. The bibliotherapy program Reading and Conversation Hours is implemented in ŠENT Day Care Center, Dren and Zimzelen associations, in nursing homes Home on the Savinja River Celje and Lipa Štore House, at the Multigenerational Center Public institution SOCIO and in the Central Library of Celje. 

The Reading and Conversation Hour program is based on a conversation about books and is carried out within an organized group led by a professional worker and a librarian, once a month for one hour at pre-determined times.
