November 20, 1908 – The Celje city council first discussed the construction of a water supply system in 1889. However, as it later turned out, it took a full 19 years for Celje to get its own water supply system, despite the fact that the mayor's analyses had already shown in 1890 that the water in all the city's wells was objectionable and harmful to health. The frequent and rather frequent floods only made the situation worse. A year later (1891), professional circles also began to discuss the Celje water supply system, where mining engineers had the most say. Engineers Vodiczka and Riedl gave the Celje water supply system an extensive professional assessment. When asked whether the water supply should be installed from the headwaters of the Artičnica pod Gozdnikom and Bistrica nad Libojami or from the gorge between Socko and Vitanje along the upper reaches of the Hudinja River, Riedl also advocated the construction of large wells in the vicinity of Celje. For this purpose, in the 1990s, drilling was carried out north and west of the city, for example at Velika Pirešica, up to 228 m deep, in search of suitable water. However, without success.
The years passed quickly, and the construction of the waterworks also moved forward. It was not until the arrival of the Viennese entrepreneur Schwarz in Celje in the early years of the 20th century that things slowly began to move forward. Upon viewing the two previously proposed possible water intakes, under Gozdnik and near Vitanje, he proposed to the city that the latter be exploited, which he supported with a rather extensive study, and his correctness was also confirmed by the builder of the Ljubljana waterworks, engineer Smrekar. But things still did not move from the dead point.
In 1903, the Celje city municipality decided to buy the land of two of the strongest Vitanje springs; the first on the left bank of the Hudinja near the farmer Poklič, and a little later, the land on the right bank of the Hudinja not far away. The purchase of land in the former Fužine south of Vitanje, below Stenica opposite Paški Kozjak, also accelerated the decisions of the city council. In November 1904, Schwarz was commissioned to prepare a project and in February of the following year, a decision was made to start building the water supply system. Construction began in April 1908 and was completed on November 20 of the same year.
