November 18, 1966 – A new artificial ice rink was ceremonially inaugurated in the Celje city park.
Due to the mild winters of the 1960s, or "unwinters", as winter sports players at the time called them, it was not possible to train normally without suitable facilities. Therefore, skating circles began to think about building an artificial ice rink very early on. The construction began on January 30, 1963, when the municipal political leadership accepted the initiative and agreed with Cinkarna to build an "ice factory" in the city park. Cinkarna needed ice for its own production, and the municipality built the ice rink and the appropriate accompanying facilities. Construction took three years. The facility was opened on November 18, 1966.
Celje thus got the third artificial ice rink in Slovenia. Three more tennis courts were built next to the facility. The concrete slab of the ice rink was used in the summer for roller skaters' training and for cultural and sports events. A grandstand and a catering facility were built later. A major construction and financial undertaking required covering the ice surface, which was completed by the start of the 1973/74 skating season. That year, a cooling tower was also completed, replacing an inadequate water pumping station from the Savinja River. The construction of the ice rink was financially supported in the first phase by Cinkarna Celje and the Municipality of Celje, and later by many other Celje companies. The Aero Celje company contributed significant funds for the construction of the grandstand. Aero also supported the purchase of the bronze statue "Roller Skater" with a donation in 1967, the work of academic sculptor Vladimir Stoviček. It still stands in the lobby of the facility today.
